Using a blender or food processor, pulse first 4 ingredients until combined (if necessary, add 1-2 Tbsp. water to make mixture hold together). Spread onto a 9-inch pie plate or serving platter. Drizzle Honey Teriyaki Sauce over the top. Layer with carrot, pepper, cilantro and peanuts; cover and chill up to 1 hour. Serve with Blue Aztec Chips. Makes about 12 servings.
