Preheat oven to 350°. Combine first 3 ingredients; stir to blend. Line a 12 muffin tin with liners; spoon batter into each until ¾ full. Bake for 15-20 minutes or until a toothpick inserted into center comes out clean. Cool completely.
While cupcakes bake, combine pudding mix, milk and equal amounts of green and yellow food coloring to create the green slime filling. Chill 1 hour. Using a small paring knife, cut a cone shape out of the center of each cupcake. Carefully spoon or pipe pudding mixture into each cupcake. Slice off the tip of each cut out cone and place the top portion back on the cupcake to cover filling. Frost with white frosting. Use the red icing to draw bloodshot lines onto each cupcake. Top with ring-shaped chewy candy. Cut each gumdrop in half horizontally, use the inverted top for the center of each eye.
